How to forward calls to GTalk?

I just got Australian Local Number (Adelaide) via FlyNumber. I am unable to configure it to forward calls to GTalk. Can someone please help. Also, how to configure my cell phone in India to receive the Gtalk call.

You would need the old Gtalk, not hangouts or google voice
