Do i need to be turkish citizen to open a turkish number?

I want to have a virtual number in istanbul that will redirects calls to my local Israeli number.
Do i need to be A turkish citizen? Or any other documents are needed?

Yes you’ll need a Turkey Photo Identification along with a Turkey mobile bill ( which we send an SMS verification to )
