yesterday i created an account and today i saw that the payment got reverted and i can not log in anymore. I am currently in Peru.

Can you tell me how i can solve that issue, so i can make calls to germany?

Keep in mind with Germany, the number that was assigned is just a placeholder. That’s not the actual number. It just so happens that Germany is one of our more strict carrier partners as far as getting numbers activated.
